Also, one small hint: For casting the holmium plates you can use Foundries to benefit from their 50% productivity.
I thought about doing it, but i just thought there had to be a better way, and decided to ask first. It feels so wasteful. I guess thats fitting for this planet but still, ):
The big islands have space to build, while the small islands have denser resource patches. So you'll need to use rail supports to link up small islands to feed your main island with more scrap. One good small island should provide enough holmium to research all the non-infinite Fulgora research and build a pretty decent supply of Fulgora-specific items. No reason to hesitate to throw away what you can't use. When you want to start delving into higher quality items, you may need some more scrap deposit islands since it increases your resource needs exponentially.
Use the Volcanus miners to make scrap patches last longer so it's less painful to churn through a lot of scrap. Use productivity modules anywhere you can unless you're doing quality instead. Eventually increase the quality of your miners to deplete patches even less, and the quality of your productivity modules. Use the foundry or electromagnetic plant for any recipe that allows it.
If you're ever afraid of running out of something, just remember that there's always another 30m scrap patch on an island, that productivity modules exist or that better quality/bigger drills consume less resources.
Setting up a basic factory on Vulcanus (not an advanced one that makes all the tungsten steel buildings) effectively doubles all your patches
OR put quality in your recyclers and siphon off a trickle of highest possibly quality items while destroying everything

I can't be the only one who is amused by putting everything in fields of storage chests.
Rocket fuel will eat up any solid fuel and when the solid fuel runs out making bulk rocket fuel will eat any and all ice you can provide for water. Making LDS (and yes you will need to make them once you start mass launches) will eat any and all copper and steel letting you break down circuits. I've started exporting reinforced concrete from Fulgoria to pave over Gleba and nauvis and let me tell you Holmium is the ONE thing I ain't lacking.
Oh and this lovely gentleman has made a set up that outputs Holmium and voids everything else
