One boiler creates 60 steam per second, each steam engine consumes up to 30 steam per second.
More than two steam engines per boiler is just a waste of materials.
You can put down more but they will only "seem" to work when your power demand is lower than what the 60 steam per second would provide.
Water to steam ratio has changed to 10 %, so you use less pumps on more boilers.
So I learned a new thing about boilers and steam engine.
