Quality modules not working with processing units

I have 7 level 2 assemblers for Blue circuits with 2 quality modules each. All 7 machines have produced 350 items with no quality so far. Beacons with 2 speed modules in each also adjacent. I have many other quality setups just like this one that function fine, wondering what the issue is here. Do processing units need level 2 modules to function?

Do not use speed modules with quality modules, they negate the quality.

Also to note is that beacons now boost the effect of modules instead of halving it, depending on the number of beacons affecting the machine.
With a single beacon, your two speed modules have the effect of 6 (without any quality involved), so the reduction in quality is rather drastic.
