So yes, inserters moving stuff to active provider chests should work. Although at some point you may fill up your logistics storage.

Here is how I did it.
I set a request for Iron Plates that I want to keep on the Space Platform Hub itself.
I set a request for 50 but also set the overflow to 50, which means that any extra iron plates will be placed in the orbital drop slot automatically.
Look for the slider right above the phrase "custom minimum payload" with a checkbox. What you want is just above that with two number fields.
I did the same thing for Carbon/Steel (set to 25 and 0, respectively). You can see that 42 carbon is being sent down, but 25 carbon is still in the HUB inventory.
I had something along those lines previously. However, if you run out of storage or things back up at the landing pad, the space platform will keep sending stuff down regardless, and it will make a massive mess around the pad. What you are doing is just sending down any overflow, but it won't stop even when the demand has been met.
2) Unload from landing pad into chests with filtered inserters, wire chests together
3) Feed chests in AC: Each * -1 -> Each and aloso connect output with request CC, then DC: Each > 0 -> Each "1", then another AC: [R] Each * [G] Each -> Each, while green wire is also from that first CC.
4) Feed that to Cargo with Set request mode
Right.
My factory on Nauvis always needs more raw resources, and the factory does not care where they come from.
I am genuinely considering designing a space platform that explicitly does nothing but export iron/copper(advanced metallic asteroid crushing)/carbon/steel/etc. down to Nauvis.
Anything that gets dropped to Nauvis will be taken out of the Cargo Landing Pad immediately and forwarded to wherever it needs to go.
IE: iron plate -> Anything that uses iron plates, steel -> anything that needs steel, carbon -> burn for energy or reprocessed into coal.
Also, there is no reason to keep everything inside the cargo landing pad when you have ample external storage outside the cargo landing pad itself (storage chests, assemblers consuming raw material, etc.).
