Making Quality Quality 3's on Fulgora

I am having an issue currently on Fulgora making Quality Quality 3 modules. Does anyone know if there is something preventing these from being made? I have up to rare unlocked, I had tried doing a elctro plant at first with 5 quality 3 modules inserted, made about 250 quality 3's with 0 uncommon/rare modules being made, then I scraped all 250 with 4 quality modules 3's in the scapper and got nothing but commons again.... Am I really this unlucky or am I not doing something correctly?

Are you perhaps using speed modules? For example in Beacons? Since haste makes waste, so it reduces your quality chance.

yes, i didnt notice that too, speed modules, even if they are just inside beacons, reduce the quality down to 0 XD
