- First, you have to have Epic and Legendary quality researched to unlock the chance of getting epic or legendary items.
- Secondly, it works on a tiered scale. You have 12.8% chance of an Uncommon item, this then drops to 1.28% for a Rare Item, then again to 0.128% for an Epic item and 0.0128% for a Legendary.
- Thirdly, recycling only returns 25% of the input, there is a very real likelihood that by recycling one uncommon scrap, you can get nothing. If you recycle 4 uncommon scrap however, you are more than likely to get one uncommon item from the drop table that scrap contains.
Basically, it's a system that wants you to pour immense amounts of resources into it for the chance of a greater quality item, its a chase system that rewards intelligent design and building at scale.

Setup:
2 Recycler both with T2 uncommon quality modules (4x 2.6 = 10%)
1 recycler -20% crafting speed = 151 common / 17 uncommon drops (iron plates)
1 recycler 315% crafting speed = 640 common drops (iron plates)
(315% > 5x Beacon with T3 speed)
