Make space platform stop until landing pad requests are fulfilled?

I can easily add a wait condition to my space platform so it stays at a planet until the platforms requests are fulfilled. When it arrives at its destination it will drop supplies to surface if the box is checked, but it won't wait to make the return trip until all of the surface requests are fulfilled. It can get ~3 drops off before it leaves. I can set a time delay, but I want it to start the return trip as soon as all surface requests are fulfilled.

Rather than "Time passed" condition try setting a short "Inactivity" condition. That way, as long as you are still sending rockets, the platform will stay, and a little while after the last rocket you'll take off.

Interesting. How long is the time between rockets down to the planet? What is a good threshold for this?

how fast the platform can send to the ground station depends on how many rockets it can accept.
just the landing pad has 3 rocket slots and you get one extra for each storage expansion, so if you just build enough extra storage you could dump all the requests.
