anyway or mod to stop or disable roboports with circuit conditions ?
I just want only the powered roboports to work

You could use power switches to control which ones are on based on what signals the network is recieving, But it'd mean having potentially lots of them around depending on the specifics of your build, and of course, having to manually re-wire the poles into the switches for control.

as mentioned, you will have to cut the power to them. maybe explain what you are really trying to solve...

Roboports have an internal battery. Once you disconnect the power, by switch or just removing the pole, they will keep working until their battery dies. If bots are charging that can happen fast. If there are no bots that can take a long time. While the batteries hold they are still "powered", and once the batteries die they don't work any longer. The orange and green zones disappear from the map, and no bots will go to them. This will also break a network in two if that roboport is the only connection between two other roboports.

If you are trying to prevent the loss of constriction robots due to attacks the only way that I have found that is mostly successful is to keep the robots out of the roboports.

Use a wire to read the contents of your oil storage tank supplying your flame throwers and a wire to read one of the roboports in the network. When the oil level drops below what you have set, start a timer (circuit network or manual) while the oil storage tank refills. When the timer expires add robots to the roboport then start a 2nd timer. When that timer expires read the signals from the roboport and enable an inserter that will remove all the robots from the roboport.
