This marks the newly placed building for module delivery.
Not sure how to do it with an already existing building automatically though...
Just copy a building that already has the module slotted. Copy or create a new blueprint. Then click that blueprint over existing building and it will call for construction bots to fit existing builds with modules.
That doesn't work, or at least won't for me.
It indeed doesn't work. Or ever worked. You can't imprint a blueprint on top of another one to change the pending module requests. Vyndicu was mistaken with that piece of advice.
If you want to modify the modules in a blueprinted building, you have to actually delete the blueprinted building first, and then place back down the updated blueprint.
Copying an existing build with modules slotted and placing a new ghost does work in the way I described it, especially after deleting and then placing a blueprint right afterward.

In 2.0, you can make an upgrade planner blueprint, and upgrade a building to itself with modules. Press Alt-U to create an upgrade planner blueprint, place it in your inventory, and then right click it, the rest is easy to figure out.
