Report a translation problem
If this is not a small roboport network and is instead part of a very large (e.g. factory-wide) network, there could be an edge case where faraway bots get the order to rebuild the item, so it will take a while for bots to get there. Or they might never get there if there is a large region with a lack of roboport coverage and they have to keep turning around to recharge.
So as a sanity check, try to look at the bots in map mode and see if there are any distant bots trying to move this way, or otherwise doing something weird.
The network ist as small as it shows on the screenshot. And those chests are full with the needed supplies.

I don´t get it. By the Way, after more than 10min of waiting, they have done their job.
But this behavior seems not as inteded. They should start building instantly.
The bots can build in the green zone but only access chests in the orange zone.
It's the same about the size of the network, the dotted lines give you the answer.
The delay before they started working is probably the answer, the way construction with robots works is that there is a limited list of "active" things to be built so if your factory is on a large scale with a lot of stuff to be built by robots then it can cause delays like that.
The "wild guess" is due to the ghosts being belts and undergrounds and the visible chests, which are in-range, not showing any of either.
Removing structures are processed instantly.... while building takes in average 10min. May be i have to live with that. Thank you all for your assistance!
The UPS going down will, of course, also make bots seem slower. Bots can still be slow at full UPS. I don't know the numbers, but there is a limited amount of "orders" the system will process in one second. If you have tens of thousands of bots working on short jobs it can still cause delays. Usually not a problem, mostly because it's unusual to have that much work even if the base is big. Adding on several outposts at once while also doing repairs and replacements on the wall can get that busy.
Aye, I did miss the inserters and substation, as well as a lamp I now see also.
I also, somehow, missed the "not" in not as small as shown, in an earlier post. Like as not the "wall" is one zone. Could also have bots doing as @Hurkyl pointed out, flying cross-map to fill requests.
Only 3-4k Construction robots >without active orders<. Not a single logistic robot build yet.

Worst-case would be for the bots try to fly from one section to another where there isn't part of "their" network and they have to keep zig-zagging to recharge. Even with easy recharging, however, it can still be a long flight sometimes.
