Only pump heavy oil into light oil cracking when you have more than 1000 of it.
If you are talking about coal liquefaction, then what fractalgem posted.
Use Productivity modules for your pump jacks and Oil refineries.
Second: Get Coal Liquification. Its requires Production Science but lets you turn Coal, Steam and Water into a bunch of heavy oil, some light oil and pretol. gas.
Otherwise you'll have to start Operation "America": Seek more Oil spots and clear the natives that are in your path.

Anyway, my goal is not not need crude oil but to reuse the Heavy Oil over and over again, hence the self sustaining part.
I have it running pretty well in one area, it's generating enough light oil for the flame throwers, and makes JUST enough acid to run a dozen mining rigs with uranium. I had to load up the Oil Refinery and the Chem Lab cracking the heavy oil with Production modules to ensure they are making enough.
I like the idea of the circuit though, I'm going to play with that if the damn biters ever give me a free minute. I focused on figuring out the uranium stuff, and they exploded and are coordinating attacks on opposite sides of the maps, JUST as the power goes down so the lasers are useless.
For the actual Coal Liquifaction, output the Heavy Oil from the Refineries to a Storage Tank. Have two Pumps coming out from that storage Tank; one goes back to the input side of the Refineries, the other goes to your Lube and then Heavy->Light cracking. Connect that second Pump to the Storage Tank with either a Red or a Green wire, and tell the Pump to come on when Heavy Oil > 1000. This will ensure that your Coal Liquifaction setup will not run out of the Heavy Oil.
Heavy Oil => Light Oil ... Heavy Oil > Light Oil
Light Oil => Petroleum ... Light Oil > Petroleum
I set up Light Oil to make Solid Fuel .. Heavy Oil to make Lubricant .. Petroleum to make Sulfuric Acid. Then i set up a Petroleum overflow for making Solid Fuel .. and i turn that pump (petroleum to solid fuel) on only at Petroleum > 24.5K (on a 25K tank) so it can relieve over production of Petroleum.
Then I watch the system operate .. It should normally work like that .. but since you get out 25 Heavy Oil, 45 Light Oil, 55 Petroleum (on my current Krastorio2 game .. the ratios can be different in vanilla or other mods) .. if your usage is not at the same ratios, you might need a bit of adjustment.
You can make more Light Oil from Heavy Oil cracking if you need to .. you can make more Petroleum from Light Oil (or Heavy Oil VIA Light Oil). BUT If you use more heavy oil than 20% [25/(25+45+55) = 20%] you may need an adjustment. The way to get more Heavy Oil than 20% .. if you need it .. is to add Coal Liquefaction. Right now via Krastorio2, if I use Coal Liquefaction it is: 65 Heavy Oil (25 in .. 90 out .. 65 net out), 20 Light Oil, 10 Petroleum or .. 68% Heavy, 21% Light, 11% Petroleum. So if you have everything else balanced and Heavy Oil is going down while everything else is constant or going up (which means your usage pattern is more than 20% Heavy Oil usage) .. then add in a few Coal Liquefaction refineries.
Since the refineries will shut down if any line gets 100% full .. the goal is to make Light Oil, Heavy Oil, and Petroleum to all get to 100% at nearly the exact same time. Therefore none of them will be a significantly different level during normal operations. The mix/ratio of Coal Liquefaction and Advanced Oil Refineries will totally depend on each individual world and the usage patterns of the machines in that specific world.
I would add that my goal is always to have more overall oil production than I need .. so my tanks are always all at 25K .. and they all get there at the same time. that way I can add new things in .. have a bunch of oil for the new things .. and add more refineries as required when new things come on line .. and the type of refinery (Coal Liquefaction or Advanced Oil) can be determined by watching levels drop (and add the type you need for the new usage pattern). Some games, i never need any Coal Liquefaction .. some games I need several Coal Liquefaction. In my current game I have 27 Advanced Oil, 1 Coal Liquefaction
For me in this krastorio2 game .. I get the following:
-7 HO/sec
+4 LO/sec
-18 Petrol/Sec
-3 Sulfur/sec
So you need more refineries to make it work. Is this a vanilla game (I will check the ratios for that too)? If I wanted a net positive Heavy Oil (in my game) .. I need one more Coal Liq Refinery.
If I wanted > 0 petrol .. i need 18 more petrol per second .. or 2 extra Coal Liq refineries total.
In vanilla, it is the same ratio .. 65 net HO, 20 net LO, 10 Net Petrol in 5 Seconds .. this is 13 HO, 4 LO, 2 Petrol per second.

You need for the heavy oil cracking: 40 HO and 30 Water in 2 Seconds .. so for that one HO cracking machine, you need 40/2=20 HO per second .. you are making 13/sec .. that is not going to work :)
Add a second Coal Liq refinery and .. you will be making 26 HO/sec .. that will work.
BUT .. if you also care to get a positive Petrol flow, the Sulfur making Chemical plant needs 30 Petrol in one second .. you are making 2 petrol/sec with coal liq refinery .. plus 20 petrol in 2 seconds or 10 per second in the light oil cracking. you are 18 petrol / second short
You can calculate how many machines you will need for that (if you want any extra petrol). You need 18 more petrol / sec .. that is 1.8 more light oil crackers .. or 2 since you can't split machine.
IF you create 2 more LO Crackers .. that will use 30 more LO per sec .. so you will also need to add two more HO crackers .. so 3 total HO crackers and 3 total LO crackers .. not one of each .. if you have those (3 HO cracker, 3 LO cracker, 1 Sulfur) .. then you will have enough HO and LO to break even .. but your goal is some more LO for other things .. so 4 LO crackers also need then one more HO Cracker to provide enough HO.
That would be your total machines (4 HO, 4 LO, 1 sulfur).

that says .. do one sulfur plant and give me one extra LO from HO cracking .. it tells you what you need exactly for that.
4 coal liq refineries .. 3 LO crack, 3 HO crack 1 sulfur .. and the water, coal, steel.
