Stardew has 98%... however I doubt that 99% means anything right now because factorio have nowhere near the number of reviews as the much widely known games out there.
For instance, skyrim was 96% and it had a ♥♥♥♥♥♥♥♥ of reviews by then.
In fact it dropped quite a lot when Gabe decided he needed even more dosh and decided to for paid mods (lol) and since skyrim was the test subject, the negative reviews swarmed for that matter...
most people never removed their negative reviews over paid mods.
unlike other games like cod alikes, "wow hype omg new COD", hit buy, bad reviews follows after the ♥♥♥♥♥♥ short campaign for an aaa.
or either an straight scam disaster like colonial marines.
anyways, when i saw the teaser for factorio, I knew I was going to like it, same with my friend, he saw it and knew he was going to hate it so he didnt bought, simple as that. I don't think anyone would buy the game just to write review, EXCEPT if the game is called: The Graveyard.
I guess that explains mostly why this game is 99%.
about 95% positive with almost 16,000 reviews.

Number. One.
But the game is really very well done!
There is a game with a very similiar game mechanic/ game goal: Fortresscraft. It is also very addictive but the name is missleading and it is more compliacted to handle / to start with than Factorio. But it is in 3D.
edit: have to say, i own both long before steam ;)
