how to make and use blueprints?

i finding very hard to understand what i need to do to make and creat a blueprint, i cant even find how to start

If you have not yet progressed to construction robots in the tech tree, you will not have the tools to make blueprints unlocked. Once you have unlocked them, there will be a set of buttons on the hot bar that you can use.

Alternatively if you don't want to wait for it to unlock (and you only have to unlock it once for it to be present in future maps as well) you can paste this in the console (it doesn't disable achievements):
