First, while the old rails already on the map will continue to work and only new rails can be built, only some of the new rails can connect to the old rails. Straight rails going east/west or north/south can be connected old to new, so the rails network can be expanded with the new ones. Diagonal rails and curves will not connect.
Secondly, the already built old rails working is not a permanent thing. In some future update, once they think there's been enough time for people to adjust to the new ones, the old ones will be removed from the game. Some update like 2.1 or 2.2. Loading a map after that will have them just disappear from the map like they were never there.
If you are playing a game and want to continue it after the 2.0 update, just make sure any place you might want to expand the rails ends with a straight rail. Though, with all the changes coming in 2.0 there's a very good possibility that many other sections of your base will be broken anyway. The one which is probably going to break the most, and probably the most important one, is the Rocket control unit will be completely removed from the game. Yes, the does include the original game with a 2.0 update, not just the new game of the Space Age mod. The rocket silos will stop working, as will the other items which have RCUs in the ingredients and the entire part of the factory making RCUs will suddenly have no recipe in the assembling machines.
But its still a long way to go, so do what you need before it hits, you probably have a good year.
