To the best of my knowledge, the Space Age expansion itself will require you to own the vanilla game. It's an expansion, not a standalone release.
The v2.0 update is coming to the Vanilla game when the Space Age expansion releases- It's going to be an update to the Vanilla game that brings in a lot of the QOL stuff they've been working on, but none of the Space Age expansion stuff; And any owner of the vanilla game will receive that update whether they've bought the Space Age expansion or not.
So, If you just want all the QOL stuff and changes to the Vanilla game, and none of the actual Expansion content like the new planets, then you just need the vanilla game and pass on the expansion purchase. But if you want the actual expansion content, then you'll have to buy both.
yes you do need to own the base game first
Depends on the game, that's why I'm asking wondering if the devs has ever said any word of it

Considering the devs explained that this will be one heck of a big expansion, as if on its own game mode altogether that is set in space, I would assume that "Factorio: Space Age" will be a stand alone title. While the owner of "Factorio" will receive v2.0 updates.
Just like how "Far Cry 3: Blood Dragon" does not require "Far Cry 3"
When it's your money on the line, debates and opinions don't help much, only facts. And, so far, with the official seal of approval, there is no statement or solid facts which say yes or no. The only solution is to wait for a direct statement from WUBE, which might be a while. It's even possible they have not yet decided that issue themselves.
However, one point gets me on a tangent.
That depends on what you mean by "near".
Based on developer comments, "near" should be around Aug 2024, and slightly later is quite possible. If that is "near" for you, wait for a statement, or wait for release. The other side of that is in that time you could get the current game and play it several times before the expansion is released and then buy that. Yes that is double spending, which you might have to do anyway. It looks like you're not opposed to the need to double spend, just the foolishness of double spending in a short time frame.

The irony is, you don't.
But as for expansion, there are differing opinions and no clarification. Personally, I didn't see one convincing argument as to why people think it's a standalone, and these arguments always seemed forced to me. If Space Age started in space and did not touch Nauvis, or if Nauvis content was optional - I could see that, but this is just not the case.
Also just from an economic standpoint, Wube probably wants to avoid that future buyers would only buy Space Age and not the vanilla game. If Space Age has all the features of Factorio (with a different tech tree) and additionally the Space Stuff, there would be little reason for anyone to buy the vanilla version of Factorio when they can just buy Space Age to get mostly the same content. Except if Space Age would miss features from the main game, then it would make sense, but I doubt that.
@OP I am curious: Are you interested in Space Age but not in Factorio itself? Because the main gameplay loop, building and automating your base, will be very similar in both games.
