One signal will set the latch, and another distinct signal will reset it. In Factorio you will need at least 2 combinators to achieve an SR latch, if memory serves.
Correct. You can, however, make its complement RS latch with only one decider combinator.
The difference between an SR latch and an RS latch is that in an SR latch, when both inputs are true, the latch is set - whereas in an RS latch it is reset. (First member in the name designates priority.)
The single-decider RS latch is superior because the two-decider SR latch design is incapable of handling single-tick inputs. I.e. you cannot reliably use a single-tick pulse such as from a circuit-bound inserter or belt to flip an RS latch.

Due to the poor design of the Combinator in this game, it is difficult to make a proper SR latch.
Never heard this difference between 'RS' and 'SR' latches.
