What exactly do you mean by "creative"?

If it's just turning the enemies into passive ones, you can get the map settings mod (temporarily) to change it.

Creative mode could mean a variety of things, ranging from that to "full cheat" (everything researched and the ability to "craft" from your inventory screen without cost or time).

Ope- I meant turning the enemies into passive.

The mod can enable peaceful mode but already spawned enemy units will not be affected so you either need to kill them off with console commands[wiki.factorio.com] or normal gameplay.

You can change anything with the console. It also has some good cheats. A good tool to learn. A large amount of mods are simply console commands in the form of a mod.

The advantage of using a mod to change it is that you should be able to save the changes, exit, disable the mod, and load back in, allowing you to continue earning achievements on the playthrough. But I supposed some people might have strong opinions about doing that.

Open console with the / (slash) or ~ (tilde) keys or whatever your keybinding is and type:
/c game.player.surface.peaceful_mode = true

Note that the command may only affects enemies that spawn after entering the command, not existing ones. And I think achievements will be disabled.

If you ever want to undo it, type:
/c game.player.surface.peaceful_mode = false
