If it's just turning the enemies into passive ones, you can get the map settings mod (temporarily) to change it.

Creative mode could mean a variety of things, ranging from that to "full cheat" (everything researched and the ability to "craft" from your inventory screen without cost or time).
/c game.player.surface.peaceful_mode = true
Note that the command may only affects enemies that spawn after entering the command, not existing ones. And I think achievements will be disabled.
If you ever want to undo it, type:
/c game.player.surface.peaceful_mode = false
