How to repair damaged building?

i can't use repair pack on it.

Select the repair pack (so that it sticks with your mouse, like when you want to build a building), then click and hold the left mouse button while hovering over the damaged building.

worst case scenario wait till you get construction bots and make sure its in the range of a roboports green square. they will take any repair kits you put in the port and repair anything in range.
