I heard there's a chance when changing a map setting that some or all achievements are disabled, if true then only "unmodified" map types guarantee achievements and sharing map strings could also disable achievements. So I share seed numbers, unless you wouldn't mind pointing me to the criteria that disables achievements.
There's a game called X3. The entire series of X-games are brilliant. They can be heavily modded. When making small modifications that don't impact gameplay, the game doesn't disable achievements, but when you do make a change that modifies gameplay, it add a *modified string to your save that disables achievements. So it tells you if achievements are disabled, something Factorio is lacking.

Look at the 100% achievement run and copy their exchange string. So I did that. Here's some pics of the settings if Factorio is n/a atm and the map string.
I guess the only one needed is to keep enemy bases at 100% Hz & Size.

Factorio tracks your achievements when using mods separately. You'll still be able to get them all in a modded game, just not recorded on Steam's tracker.
The wiki tells you what settings disable achievements.

Also the post above, would those settings allow Steam achievements?
The achievements wiki doesn't answer these questions.
OOPS: "A separate instance of achievements will be used when mods are installed and earned achievements will not register with Steam. In multiplayer, achievements can only be earned if the player has spent more than 50% of the time online."
So just the second question
This quote is what I'm challenging. Per a public Factorio I trust stated there's more options that disable achievements or steam achievements. The game doesn't make it clear. However wiki says
"Furthermore, using script or cheat commands in the console disables achievements, however the user will be warned about this the first time they try to run such a command."
so if I run /permissions in factorio, i don't get achievments? I would use /permissions to disable "Craft" so I don't accidentally craft anything by hand. But it would warn me it says, so I have to trust I would see a warning. There is no warning in the map settings, that's what I'm getting at, it's not clear.
Here's the 100% guide, it doesn't say anything different, it tells you that changing the sliders other than the ones you can change will disable achievements.

It does say don't use permissions as that's against speedruns.com rules, the only mention of it there. It doesn't confirm that using permissions will or won't prevent achievements.

I believe that will also tell you in game if any achievement is disabled, ie: if you turned on peaceful mode, and that should work for any cheat commands:
