You don't technically "download" blueprints, instead you copy what is called a blueprint string (fairly lengthy chain of characters that countains the data of the blueprint) and use the "import blueprint" tool on the right of your hotbar at the bottom to create the blueprint in your game.
The tool needs to be unlocked by researching construction robots onceq, after that it remains available even on new maps.
The reason for that is because blueprints are supposed to be used to give orders to construction robots and using them when still learning the basics usually means that said basics won't be properly understood (especially with belts and splitters that can be used in quite a few different configurations).
