Report a translation problem
Three shots in the dark:
1) If you want light oil or heavy oil then you need to research advanced oil processing to unlock the recipe
2) If you are trying to make tons of blue belts and aren't using the petroleum fast enough to keep up then you can click on the storage tank and delete the contents (in the long run you probably want to launch more rockets to get rid of large amounts of plastic and thus petroleum)
3) If you are getting incorrect warnings about fluids mixing then you might either have a small amount of the wrong liquid in the pipes (can be fixed by clicking on the pipe and then deleting the wrong contents) or maybe the pipes have been "reserved" by a building's liquid input/output (in which case you need to fix your pipes)
You should be able to dump all petroleum into the same spot, as long as there's space for it. You can always build more fluid tanks.
If you can't get it to mix then you have a pipe problem that you need to fix. You either need to use pipe to grounds for a tight refinery set up or leave a space between pipes for a loose set up so that you don't risk a blockage from having 2 types of liquid attempting to mix.
It's generally pretty hard.
Underground pipes are going to be your best friend for not mixing fluids.
I use underground pipes 90% of the time, even when I port from underground to above to ensure it is the correct fluid it still will not allow them to be joined.

Those tanks look low or empty, flush them or pick them all up and lay them back how you want them to be.
If you don't want to lose the petroleum gas you all ready have in the tanks.
There we go, there wasn't anything else in the lines but I just purged them and it works now
