You import it in game?
The import button will open a text promp where you can paste a blueprint string and if it is correct it will give you a blueprint (or book) based on the strong you pasted.

2. Get/Use Blueprints from other players: https://factorioprints.com/
The site is just an example though. You can face BPs everywhere, like on Reddit or even the Factorio Wiki.
Best way to get what you are looking for is doing a google search and use the correct keywords, like for example "Factorio smelter setup beginner BP" or something like that.
Oh and don't forget to check how old Blueprints are. Some very old ones might not work any longer or needed to get fixed first, due to some mechanics in Factorio changed/switched over the time.

It is helpful to back this up occasionally.
I am currently not using Steam to get my games. I just download the latest zip file of the game from the Factorio web site and unzip wherever I want. You may need to register your game there to do this.
Then I can just copy my blueprint-storage.dat file to the new folder and play the new version of the game with my old blueprints intact.
For making new blueprints, I find the Blueprint Lab Design mod helpful.
