You would probably need a moderately complex custom scenario to make that work (at the very least you need to force spawn an oil well in range of the player's first roboport)
You simply cannot get around the fact that you need to be able to build roboports from the very start if you want to play this game without a player avatar running around building stuff.
Gives you roboports form the start and removes the player character.
And you will love all your dupes. Meep included.
Also a lot of the Settlers games (not all), or The Colonists. These don't work with belts but with a road network that you have to manage to transport goods around.
Then we got the miner role in Dwarfheim, which works with belts and machines. But that is only 1 role of the 3 you have in a match.
