Monitor CPU usage. Netfix, or any high quality video really, requires a good bit of CPU time to decode the stream.
If you have a beefy CPU with lots of cores/threads, you can use processor affinity to lock the Netflix app to 1-2 dedicated logical processors and it won't interfere with games and other apps you run.
But seriously, cpu usage usually causes slow framerates whereas vram issues usually cause stuttering, try either program using a lower quality.
If so try forcing it to use H.264 and see if that makes a difference.
You might also test it using edge browser and see if that makes any difference.
Me personally could never get win 10 netflix app to work. It takes like 1000000000 years to load a video.
sry I somehow missed "It also stutters with brand new world without biters and netflix not even playing anything."
My advice is look at load on task manager and post this in the technical problems section might be more likely to get help.
Could also try setting factorio to run as admin, setting priority to high.... sorry don't know how i missed end of the post.
