Stack inserter Item/second
the wiki tells you some of these values on the page for "inserters," as in every inserter type, but not for every level of stack capacity upgrade. i know it lists the inserter's rotation speed, and i know how many items it can carry per stack, but i'm not sure how the item per stack correlates to belt to chest item per second insertion speed. so if anyone DOES know, i need to know at what rate stack inserters move items from chest to belt and vice versa at capacity bonus three (though a full list of item/s rates at all different capacity bonuses would be WAYYY more helpful). thanks!

max stack inserter has a rot speed of 864°. Moving one item to a chest results in a movement of 180° and then back to the original position another 180°.
864° / (180° * 2) = 2.4 swings/sec
max stack size = 12
2.4swings/sec * 12items = 28.8items/sec with full throughtput (chest to chest)

It can't really be simplified because it depends on the situation and there could be so many different situations. For example when taking from a belt which is going straight across the inserter it is faster to take from the far lane than the close lane, and it is faster to take from the belt if it terminates at the inserter rather than continuing, and of course it is faster if the lane is saturated, but not faster if the entire belt is saturated because the inserter will pick from the close lane which is slower. Belts can additionally be turned in different orientations and there's undergrounds and splitters too. In adition the rotation of the inserter (eg moving north to south or west to east) can have influence on its speed.

The amount of possible combinations are large so a complete list would be very long. Here you can see 6 different setups and their relative speed: https://i.imgur.com/jFQAurZ.png

Basically you should test your setup before saving it as a blueprint if you are not sure the inserter is fast enough. Using infinity chests and loaders in creative mode (type "/cheat all" without the ") you can test your setups very easily.

Sorry, one mistake !
An inserter will unload on only one side.
So it's not 12/45 to calculate the time to put 12 items on a blue belt, but 12/(45/2).
So it's around 0,97 sec / 12 items.
