For belts its a bit complicated...
You swing 180° then place down your items and then swing back another 180°
using a blue belt means 45items/sec
one swing takes 0.208 secs (180° / 864°)
time to place items: 12items / 45items/sec = 0.266sec
so we add up the times:
(one swing) + (time to place items) + (one swing) = 0.682 sec
this means that one inserter moves 12 items every 0.682sec

Basically you should test your setup before saving it as a blueprint if you are not sure the inserter is fast enough. Using infinity chests and loaders in creative mode (type "/cheat all" without the ") you can test your setups very easily.
An inserter will unload on only one side.
So it's not 12/45 to calculate the time to put 12 items on a blue belt, but 12/(45/2).
So it's around 0,97 sec / 12 items.
