Report a translation problem
Didn't really understand how to do that.
When I'm pressing B I see a window that says "My Blueprints" and "Game Blueprints" but it's empty and there is no button there to create a new blueprint or get the hotbar.
Oh didn't know that. I thought it was some mod or something in the settings that I missed.

It's the same hotbar as your normal hotbar. There's not a separate hotbar for only blueprints. By default you only have 1 hotbar, but you can change it to show more in the settings(Settings->Interface->Other, Shortcut bar rows or Active quickbars, cant remember which)
The button to make new blueprints would be on the hotbar, along the right side in the shortcuts; Or you can use Alt+B to bring up a new blueprint.. If its not there you may not be far enough in the game and/or it's not marked to be shown, in case of the latter, click the 3 little dots by the shortcut button to tweak what is and isnt shown
This is the thing. Probably until I actually unlock the blueprints I can't see anything of what you're saying other than the basic stuff (in the ingame hotbar)

Once you have opened the console, you can type:
/unlock-shortcut-bar
This SHOULD open up the bar AND NOT disable steam achievements.
I suppose this restriction is to force you to at least do one playthrough without other input from external sources .. at least up to the robot stage, where they then can place ghosted/blueprinted items for you.

I decided to at least unlock it normally in my first factory, although it wont take away anything from the achievements or the gameplay.
