Oil is not like the other resources, its output goes down as you exploit it until it reaches a minimum value that is a mere shadow of the original output (at that point it remains constant but too low to sustain your factory).
So when your current oil deposits are no longer able to sustain your factory, you need to find more just like how you need to find more iron and copper deposits when running out or when increasing production.
You can use more beacons in the area that cover the pump to get way faster pump :)
These work best on your chem plants and refineries.
They slow down production but give an extra product when the second bar fills up.
Speed modules on beacons can make up for the slower production speed.
Speed modules on your pumps and production modules on your refineries should help.
