And yes, I know you said you didn't want to use a tank, but those are the only options. Productions of all three will only continue if all three are being used.
You can also use both of them together with some iron to make flamethrower ammo.
Light oil -> petroleum & solid fuel
Heavy oil --> lubricant & light oil (which in turn becomes petroleum & solid fuel again)
And yes I have like 100 tanks for each oil and a speaker attached to it so that if the tank for that oil-type reaches 24800 it will create a global alert. Because then one of the oils is full or nearly full.
Your first research once you make blue science should be adv. oil processing, which will let you turn the "useless" light and heavy into petroleum.
Eventually, those will sit idle again though, as you will need a LOT of lubricant for belts and electric engines (for bots and for science), light oil is the best at turning into solid fuel then rocket fuel. I'm was actually tempted to turn my refineries back to using the base recipe so I got more heavy, but once I filled my lubricant tanks I lost my demand for it again.
All liquids go into atleast 1 tank. Each tank holds 25k liquids. If the heavy oil has more then 12k oil it pumps it into a chemplant and turns it into light oil. And if the light oil is less then 12k it will pump that oil into the light oil tank. But this process will only happen if I have more then 12k heavy and less then 12k light oil in the first tank. I repeat the same process for turning light oil into petro as long as I have more then 12k light oil and less then 12k petro.
The above step is a good system to make sure you always have petro in your factory. However it can leave you short on heavy oil if your using allot of lubricants. because of this I also have a coal gasification going on too. But it will only turn on if the heavy oil is less then 5k.
However you could still run into deadlock under specific situations. This is solved by adding a third step. If any tank has more then 20k liquid in it. it is sent to a chem plant and turned into rocket fuel.
Using all 3 of the above steps will mean your plant should almost never run into shortages due to deadlock. Now you just need to make sure you have enough oil flowing into the factory to meet your demand and enough chemplants to convert where needed.
I have a load of refineries, going into one tank of each type. (It's enough to get to rocket, nuclear, etc. without ever running out).
The way to stop this is to put power switches on intermediate chemical plants which convert the heavy to light and the light to petrol. I have three each of those and I have three tanks full of the different oils without anything backing up even if they are used down to empty.
In between heavy and light, put chemical plants to convert heavy to light, making sure they only turn on (red wire to power switch and heavy/light tanks) when there is more heavy than light.
In between light and petrol, put chemical plants to convert light to petrol, making sure they only turn on (red wire to power switch and light/petrol tanks) when there is more light than petrol.
You can put 10-12 refineries behind that and when the tanks are full they won't jam (just less of them will turn on as per demand). When you start using it all up, they will even it out in usage pretty much until the last drop of each.
If you want, you can also do the same by building solid fuel from them (i.e. build solid fuel from light when light > heavy, build solid fuel from petrol when petrol > light, and I often build solid fuel from heavy when heavy > light so that there's ALWAYS one thing churning out solid fuel).
I've also played about with the other methods but they don't really work as well or as automatically. I once had an island with aliens on it right next to my base. Perfect containment and constant source of aliens. So I built really near, never joined to the island, though, and set up automatic flamethrower turrets so that it never quite got the nests but got anything that wandered near. They just don't burn enough, though, to make it worth setting up. And it costs you more in repair packs than anything else!
I ended up moving them to the outside walls, with requester/provider chests to bring/take barrels automatically but even with them all around my walls as the front line of defence, it barely was worth the effort and didn't burn much oil-based stuff really.
Just balance via conversion, or store until you're able to. Steel is quite cheap, just build a field of the oils until you're ready to convert/burn them off.
