Frankly, space king, your questions are BIZZARE. Could you screenshot what you're trying to do?
Just craft a small electric pole if you havent already. Right click on it in your inventory and then right klick on the ground.
You can use COPPER CABLES to manually draw/remove power lines from power poles :)
Blueprints are a different category from items you can build. I now know
Provide screenshots, it'll be much easier for us to see what's up.
Place one power pole down so that it covers the steam engine; place another that covers whatever item consumes power. Place additional poles as needed to hook the two poles together.

Also take a screenshot of where you're at, you MIGHT need to do something else before that option unlocks.
The tutorial mode only gives you the ability to build electricity poles once you have hooked up the steam output of the boiler to the steam input of the power generator.
I had the boiler water output hooked up instead and the tutorial would not progress.
go into alt mode and check the symbols if you are not sure.
