Do inactive mining drills consume energy?
Do electric mining drills that are inactive because they have run out of ore to mine still consume energy?

If you mouse over structures ingame, you can look in the info panel on the right side ~ if they have a "drain" stat, that means they will consume a small amount of power even when idle / inactive.

Miners do not have this stat in vanilla ~ they are either active & using full power, or completely asleep using none at all.
