Yes, to play the game you need to either buy it through Steam, or the Factorio website, or buy a Steam key through Humble Bundle or whatever. You do not get a free Factorio key for having a charming personality.

If you choose to buy a Steam key, then you need to create a Factorio account to access mods. As per the FAQ[www.factorio.com] page:

I bought the game via Steam, can I get the Factorio login for that as well?

Yes, it is possible. In game you will have the option to register an account on our webpage. You can also create a free account at factorio.com and then head to your profile page where you will find directions on how to link it to your Steam account. It is strongly recommended to create the account with the same username you have on Steam already.

You don't need to pay something extra to use mods. If you have paid for the game, then you can use mods for free.

It looks like when buying this game on GOG getting mods is a bit diffrent then Steam: Go to GOG My Account>Games>Factorio>More' & select 'Serial Keys'. Copy the serial key and Go to Factorio.com & make an account (or login if you have one already). Click on your username in the top right. Then click on 'Upgrade' & enter your serial key.

Fond this info on the GOG fourms for the game...

I also assumed you pirated it, since all keys gotten legitimately can be used to get access to the full membership on factorio's website. So yeah, having to PAY is necessary in order to PLAY, not just mod. Also you technically can install mods without the membership on factorio's website.
