That's how it currently works and you can't influence that. Only with roboport placement can you make sure that you're not in a roboport zone while chests are. That's the only thing that you can do to make them not supply you right now.
At the main bse, there is no way to do it without adjusting the Logistic Requests.
For an outpost, however .. set up a Building Train. You cart over (or FARL, I suppose) the stuff to make the track run to the outpost, and include as an offshoot from the stacker a building station. Have the train run all the Laser Turrets, Power Poles, Miners, Logistic and Construction Robots, Belts, etc. that you need.
That building station, by the way, works really well as your "personal access" (aka PAX) station.
no EASY way; no...
However...you can make index counters for all stock you have...store that stock in NON-logistic chest (so the normal chests) then use arithmatic and decider combinators to make the inserters on THAT chest behave according to index levels to release stuff to a provider chest. It won't prevent the robot s from bringing you turrets if your own internal stock is low...HOWEVER when total stock is below a certain number stuff will remain in the normal box and NO robots can touch it...then when numbers go over your buffer, inserters will activate to release it to providers chests...
ALL this does however is create a minimum hysteresis between what you need and use. I use tis myself to build up a stationairy buffer to build a complete outpost whilst still also having stuff available for when stuff breaks or needs replacing...but it's a VERY cumbersome system to implement and you might just want to build a Mall system and hook that up directly to a train or other storage "box" that simply doesn't allow for construction bot access...
For more info; I know KoS built a mall and hooked it up to a building train later on in her Megabase yt-vids. Maybe you should search for her vids....she deffo has some interesting ideas xD
