Red belts are twice as fast as yellows, and steel furnaces are twice as fast as stone.
It will take 72 unmoduled/unbeaconed electric furnaces to fill a blue belt.
With beacons and modules, it depends on what your exact setup is but you can get a full blue belt with 22 speed beaconed furnaces with 2X prod 3.
Steel takes five times as long as iron/copper, so multiply all numbers by 5 to get a full belt.
