With just a single splitter, nope. You could maybe do something with combinators.

Or take a 1-to-5 belt balancer from here[wiki.factorio.com], this gives you five belts with 1:5 each. Split off half of one belt to get 1:10, then combine all the others back into one belt.

If it doesn't need to be exactly 1:10, you can easily get 1:8 by chaining three splitters, like this:
>>>>>>S>>>>>>>S>>>> 1:2 S>S>>>S>S 1:4 S>S>S 1:8 S>>>>>>>>

The solution above will not give you the right ratio if one of the belts back up (maybe that's what you want though). If you want to make sure the count going one way is exactly 10 times the count going the other you can use combinators .

It is a bit strange thing to want though. Normally you just supply as much as it can take.ie if the left needs 1/10 of the right then as long as you supply enough it will naturally draw 1/10 from a single splitter.

Usually the solution is just "make more iron." That way the 50/50 split simply fills up both sides until they're backed up.

What if you want to equally divide the output between 5 cargo wagons?

I took it as him wanting to split a single belt. A single belt can just be drawn along all 5 wagons. The first will then load first, but the total loading time will be the same as if you split it in 5 belts.

If you have 10 unbalanced belts incoming and you want to load them onto a 5 wagon train then obviously a 10 to 10 balancer is the way to go.

thats why i like to use cargo wagons of either two or four. i just place a four way balancer on each side, have each four way balancer send one belt to each of the wagons on each side, and presto! i have 8 belts for loading, and i can plug in belts wherever i want and they will automatically be balanced across the length of the wagons.

i do a similar thing for unloading. this way i get the maximum throughput out of my trains.

Here is a video which hopefully will help. (Note: will not get you your 1:10 ratio.)

you can use a timer if the belts are not backed up to get roughly 10:1.

if you need a count perfect solution that would a bit more complex.
