In the stock game. no.
All blueprints have to be placed manually and bots will try to build it.
Not the best solution ever but it's a lot faster than doing it all yourself.
I think I saw someone use a mod to do exactly what you want.
No idea what the mod is called though.
I read it more as "I want the game to automatically build the stuff I place down in blueprints. Is there a way?" which is simply answered with "construction robots."
Though I think I heard of what you are talking about. A while back, someone had a "grey goo" world, which was a bunch of mods that dynamically expanded the base depending on what was within a particular chunk. The mods would expand the base automatically by using a clever arrangement of logic circuits and blueprints. Something in it allowed the placement of blueprints to be automatically done without player input, along with deconstruction orders.
It's surprisingly balanced. It's like a quick and dirty personal roboport.
You create a nanobot gun, and some nanobots. The nanobots function like ammunition, and take stuff from your inventory to construct blueprints.
The "balance" comes in because the nanobots are consumed pretty rapidly, and require a lot of resources to make (in the early game). They also have a very limited range and by default are fairly slow. The mod also gives techs you can research to extend their range and speed.
