win32 version is behind
I would like to know why while the 64 win version is getting itself all the attention at 0.17.x and why the 32 win version has been left behind at 0.14.23.

Win 32 is no longer supported. You can google the FFF that talks about it.

A lot of games are running better in 64 bit and some games cant run in 32 bit because of the engine or certain code. im sorry for you if you have only 32 bit and if you plan to get 64 bit dont forget that you need a 64 bit chipset Processor and windows 64 bit version

Because the developers figured that it's too expensive to make the product after taking your money.

Unfortunately consumer protection laws don't apply to software so your only recourse is to not buy Wubes title in the future.

You forget to mention that less than 1% of users use Win32, which is a completely outdated and obsolete operating system. (IIRC it was 0.4%). Creating a second version of the game was costing a huge amount of development time and money that instead now is being used to further development on the game. There is no need to have two versions of the same game with such a low playerbase on Win32.

It is unfortunate we decided to drop the 32bit support just few months after releasing the game on Steam. It would not be reasonable to prevent access to the product people payed for, so we can't mark the game as 64bit only now. Doing that would make Steam Client update everyone to 64bit build of the game, and would prevent people from even installing the game on 32bit OS in the future.

If you bought the game recently and have only 32bit OS, you should request refund.

And also get a new PC. Mine is 10 years old and even back than, 32bit was already outdated technology.

I am reasonably sure that no 32 Bit processor would even run this game at playable framerates anyway. Everything in the last ~10 years regarding desktop processors is 64 bit. The first AMD64 processors came out in 2003. Apart from compatibility with some piece of super ancient technology (pretty sure this only applies to some businesses with custom machines, that simply only have 32 bit drivers available, that are 20 years old) there is literally ZERO reason to not run a 64 bit OS (operating system, i.e. Windows)

As for why the devs supported 32 Bit systems at all... I have no idea. Fact is: 64 Bit has longer instructions (or more complex, it can handle more data per instruction cycle, is what I'm getting at) and that translates to faster code execution in many cases. They can also address way more RAM, since the address space is not limited to 32 Bits.

If you are REALLY still on a 32 Bit machine, that PC has to be so ancient, that finding a 64 Bit machine that is slower would actually be quite impossible. In that case you should be able to find a machine that is more capable for absolutely free or a few bucks. So even money should not be a factor here.
