Non-stack inserters still take 1 to 3 depending on research, and you can still tick the "overwrite stack size" by opening the inserter's GUI without having to use circuit, as far as I can tell it works like it used to but I might have missed a small detail that would be what broke your smelting layout.
"set stack size" is only available if the inserter is linked to a circuit network by a wire and does require a "control signal" to set the number (I don't know about 0.17.52 but it's exactly the same in 0.17.58 and 0.16.51 so if it was different in 0.17.52 it was probably a bug of some sort).
You usually use either a signal from a constant or from an item in a chest somewhere.
I did a quick check of the changelogs and I couldn't find a bug being fixed related to these either so I'm not sure what is happening to you but if you are using "set stack size" it means you are doing that in the circuit network box on the right of the "main" GUI for the inserter.
Just so we are clear on what you are trying to do, do you want to set a specific number individually to each inserter (that might be different for some inserters), do you want to set all of them without question to a specific value and only have to go to one place to change the value for all of them, or do you want them to get a value that will change by itself through the use of the circuit network?
(maybe a screenshot or an explanation would be nice because I am completely lost)
If you want to set a static number you don't need the circuit network's "set stack size" but the default GUI's "overwrite stack size", everything related to circuit network (other than comparison where it allows you to set a "constant" without having to use a signal from the network) is based on signals.

I just checked in 0.17.52 and it was exactly the same, "set stack size" also opens a "control signal" option at the bottom to set the stack size without any option to set a constant in there directly.
You might have used something else relative to signal networks between the last time you set that up and now or you had a mod that somehow changed how it worked (I don't think it's even possible but I don't know all of the mods after all).
