any way to get the old tool bar at the bottom?
i find the new one extremely annoying to use as i cant place things in it and quickly pick up other stuff i have to open my inventory and leave it open while i build now

It would probably be easiest to learn about slot filters.

You can clear those slots with the middle mouse button, even while holding something else in your 'hand', if you didn't know.

i did, i play most on my friends server and when he hosts i have to hold it down for a second for it to register. the part i find annoying is that it just copys what you have . so its like i have to plan out everything that goes onto them and what button it will be

since this game isnt exactly split second decisions i only use very limited keybinds

There is the ability to show more than the 1/2 bars at a time. It's annoyingly hidden under the settings menu of the game itself, but you can enable up to 5(!) bars at a time to always be shown. Personally, I find that 3 bars is enough to handle 99% of the things I build in most games. The third bar is even a kind of random bar used for things I plan to use a bunch now but not later on (like grenades until poison capsules, or refineries and chem labs).

You can use all 5 of them!

In prior versions you could optionally lock (filter) a toolbar slot to a specific item. In 0.17 this is the only behaviour.

The new Quickbar is pretty much the same as what it used to be, except that the Quickbar no longer holds items for you but just tells you how many you have in your inventory and lets you get quick access to them.

Once you are done using something from the Quickbar just press "Q" and it will go away from your mouse cursor, in other words it will deselect what you selected from your Quickbar.
The same by putting mouse cursor over something you have placed down and pressing "Q" on a it and you will have it selected on your mouse cursor assuming you have some in your inventory, just another way for quick accessing.

So there really is no reason to go back to an old Hotbar which has been replaced with the improved and better Quickbar.

I agree that it is better than the old one, but this quickbar acts just like the old one, except that items added to it are automatically filtered. I suspect most people that complain about the bar didn't much know (or care) about the ability to filter slots for one specific item at a time. So being forced to learn the "clear filter" button for using one-off items they used to put on the bar is what is so jarring to these people.

No, we liked the ability to filter SOME of the toolbar slots while others got auto-populated, especially when hand-crafting in the early-game.

yea the Q to clear what you have in your hand isnt the best choice imo. so i guess just building from my inventory is what ill do until late game when i have all the ♥♥♥♥ i want to place in the quick slots.

and game doesn't save the bar while changing server, so actual bar is useless if u have to set it up every time again ^^

After copy/paste, the new hotbar setup is the best change to 0.17. If you're unable to adapt, it's a trivial matter to revert to 0.16.
