You will need to have an oil industry set up to make them though, since accumulators require batteries to make. And batteries require sulfuric acid, which you make from oil products.
You can make solar panels before you can make accumulators, which seems annoying at first, but keep in mind every kw of power produced by a solar panel saves you some coal. While solar power is available, coal power will automatically scale itself down (and up again at night). So it's not completely useless.
In this case, just start typing "accumulator", and the list will shrink down with each letter. Once you have the list pared down to a handful of techs, do as usual -- click on the tech in the list to see the research tree.
A lot of windows in the game have the same feature, so for example if you want to manually craft accumulator after unlocking it, just start typing "accumulator" in the search box in the upper right of your crafting menu to find it.
