don't worry about minimum and recommended specs, they usually mean nothing and are just arbitary. they can have a totally different meaning for each publisher/developer.
If you bought the game in 2016 for your 32bit PC then you would now be unable to run the game (as in, the latest stable version of the game and not some archaic 0.0.1 prealpha) at all despite meeting all the system requirements when you handed over the cash.
I mean, how would you feel if Starbucks redefined serving sizes after you had paid for your venti latte? If you got a cup 1/10th the size you'd be rightly annoyed because you got only 50ml despite paying for 590ml.
Why would you ask Starbacks for a refund but not Wube?
