Oil is one of those things that I *highly* recommend setting in your mapgen settings to Big/Rich.
In my large base, I am tapping about 4 different fields... each with 60 oil patches... and it's *just* about enough. I'm afraid the answer is to just tap more oil fields, as well as putting productivity modules into your oil processing buildings, (refineries, chem plants, etc.).
Depleted fields are not worthless -- they are an infinite supply, even if they produce very little at a time. By surrounding a pumpjack with beacons, you can get up to ~ +700% production = 0.8 oil per second.
Yes, they changed oil yields in 0.13. Apparently they are now "too dry", and will be changed again in 0.15.
