No Oil in start section.
So, I started a new game, got my satellites up and I've just realized after leaving 6 of the going for awhile, and completing the scan of the terran that I have no Oil in sight...

Is oil not considered a resource that should spawn in the start region/section?

Normally yes, but occasionally it fails to appear. You could either start a new map or, I think, you can research trains without needing blue science - pick a direction and push out until you find some oil :-)

Yes, you can build trains and wagons without blue or any oil tech.

I'm currently stock piling ammo and building a car, then heading in a random direction till I hit liquid gold.

My current game is like that, plenty of every other resource but no oil in sight. The few oil patches I found were rather far away from my spawn.

A good excuse to use trains though :)

oil no longer spawns in starting region perior i think to ether version 13 or version 14

It used to long ago

Also oil generates fewer on map in quantity

And tends to generate rarer , and in bigger veins , who may not spawn becouse they tried to generate on water

I started my first freeplay game 2 days ago (played tutoral and New Hope campaign).

All map settings to default (medium), no mods.

No oil for dozens of chunks.

I reserched all technologies for car, train, big size electricity pole, barrels, refinery.

I loaded my car with train tracks, walls, gun turrets, big size poles, piercing ammo, pumpjacks, 2nd tier assembler for filling barrels, a locomotive, a wagon and dozens of steel barrels.

Found the oil (4 patches, 41%), built an outpost, 4 turrets, radar, train station.

All ok. Luckly no biters nests in the zone.

oil no longer generates in starting location , it tends to generate further then it used to be

This wouldn't be a problem and I'd happily go exploring if it was for the fact that every direction has a wall of biter camps. (See my screenshots).

I've gone exploring in a given direction and died, reloading and going in a different direction. But no luck so far. Going to open editor and have a look see.

Oil is one of the resources i tend to set to Low - and i never take the fields that's too close to the base. With all the pipes, plants and other crap i need tons of space, so far away from the main base is great. Tough running underground pipes through a forest is....annoying :P

lots mods adds 30 and 50 distance underground pipes:D

Eh, as long as they they cost 10x as the regular Underground pipes that sounds like a great quality of life mod. If cost is the same then it's more cheat'ish - but still saves you from oil hell. I honestly dread blue science cause i'll have to set up the oil fields from hell :P

I've spent 40 minutes looking for Oil in the editor.

If anyone happens to look at the map and finds Oil... Please let me know.

I've made map with oil set low. No deposits at spawn and not even an army of radars and expanding found anything before the alien out evolved my tech due to the awful mechanic of destroy nest + evolution goes up + nests everywhere in your way of exploring and next to impossible to sneak around after a while.

Eventually had to give up.

Huh...try increasing starting area size - this is the area around you that's "safe" to start off with - that should give you a good amount of land for anything.
