I can run it at 30UPS on my laptop. That has a 2.16Ghz CPU. So I think he will be fine for a decent size base.

Yes you can run it, but you will be limited by your CPU, for your base size, you can make a decent sized base, but not really the size most have, without it running slow.
4GB of ram will limit factory size as well. development of 32bit version has stopped. so just be aware of that.
Trust me, i play this on my laptop, which has close specs to his. Since my desktop is in for repair.
The game will run as fast as it can, what you are doing by using that command, is lowering the game speed yourself, just let the game run slower when it cant keep up anymore, same result, except you wont have to play at low game speed when your PC cna run faster in early game.
