Like I said, it was a long time ago, and I dont think it’s there still. Probably been dropped as it’s not necessary (a player with power armour with powered exoskeletons along with a base entirely paved with concrete is incredibly fast, and trains/cars make it even faster to get around) and blueprints pretty much mean you can schedule even the largest base expansions with little effort (try watching thousands of construction robots heading out to build new walls, expand the concrete platform, etc. without feeling like a god).
Satellite Uplink Station mod has iirc option in mod options to allow you to control things with your character sitting in that building when using it (despite its description saying that you can´t).
Only thing is that it is quite late game tech so you would have to cheat it somehow to get it early if that is your goal. Probably easiest is to rewrite few lines withint that mod itself (any common program for editing text like wordpad is sufficient for that)
Other than that there is probably some way to use console in game to enable that tech without research
You can do satellite and roboport creep with the blueprints to access areas you don't yet have access to.
Instead of keeping one of every item you wanna place on your hotbar, you'd replace those with a blueprint of that item.
Though the handcrafting part does need some handling. Like you would need to start with at least one assembler, and some way of making it operate if you were to start right away in a RTS mode.
Also note: console commands will disable achievements for that save!
Almost everything else you need can be handled via "personal inventory", then.
