Also the temp of the water does have to be near 500C as Josh mentioned or in the 490s.
Make sure that your turbines are actually connected to the heat exchangers, no missing pipes.
Make sure you have a load on the turbines.... connect it to the main power grid.
And... It takes a few minutes to build up the heat to boil the water. But it needs to be about 500C
Edit: Oh, and make sure you empty out the used fuel or the reactor will shut down.
If the reactor works fine, but the exchangers doesn't generate heat, I would remove the heat pipes and lay them down again, just to make sure.
You can use 4 heat exchangers per reactor. This number goes up if you place more reactors near eachother (adjacency bonus). Each exchanger makes enough steam to power a bit less than 2 turbines each.
If you only had 2 exchangers, you can add 2 more and have about 7-8 turbines.
