As impetus said, It could be that you just had no electric consumer in your system. The boiler will not consume coal if there is no electricity needed. But it could also be sth. else.
Also, if you didn't have a power pole down, the engine isn't connected to a power grid and thus won't have anywhere to send the power.
There are all kinds of things, OP, that can cause engines not to work. The game being "touchy" is not one of them. There are so few actual bugs in this game that we all just assume (and are usually right) that it is a user error, not game glitch.

Good point, I have never done that with steam and water, but I got into a terible mess mixing my oils. I had to deconstruct and start afresh with the refinery.
Connect a water inlet to the offshore pump. Connect the side outlet for steam to the steam engine. Don't join these pipe networks together.
I quit the tutorial and started a game instead and am happy I did. If I have to figure the stuff out anyway, I might as well do it in a game.
I wonder how many people did not buy the game after getting stuck on the demo tutorial?
