Report a translation problem
It sat there for about a minute with about 30 gears in 1 assembly machine, and no gears in the research tube maker. After about a minute it finally put one in(put 3 in immediately after each other), and then it sat there for another minute after the gears had run out on the research tube assembler, even though there was still plenty of gears at the source before putting another 3 gears in.
What the flip is going on? I'll screenshot and add it in a minute.

What the hell is going on?
As MisterSpock stated, inserters will not fill an assebler to the max, it will only put in double the minimum amount needed for whatever you have told it to craft.
The game does it this way so that items can continue on down the belt to additional assemblers. Otherwise, the first assembler on the belt would take everything until it was full.
Is your research actually running? It should be. Your research labs should have 2 reds and 2 greens, after which the inserter will insert no more.
Sorry, I missed something in your screenshots. The assembler needs someplace to put the science pack it has crafted. A belt, chest, or directly into a research lab.
