HD textures for all vanilla items
0.15 will have HD textures (for most graphics) that will look much better than WaiTex but it is a start.
Didn't look all that HD tho.
0.14.22 is the latest i can get, and betas causes the game to crash when i maximize the window for me.
Graphic will be improved on 0.15 to ? (not that it need to :)

Back in .11 it was already discussed that they would be producing 2x renders of the 3D assets that make up our beloved Factorio's sprites. It was talked about being released as an official mod so people with lower memory GFX cards could play without suffering if they did not want to run them. It never came to be, but what we are seeing now is the same 2x renders and reworked assets for .15
This is the Friday facts from 2014, had to dig to find it. It shows the Car and Steam Engine as examples in the original and the 2x render.

I am guessing but I think the reason, aside from just the amount of work that is put into this game, it was put on the backburner until such time as 4gb cards were a common thing and or they found a better way to prevent a negative impact on the players.
Personally if your playing factorio for fancy graphics I think your missing the point. I would wager most who really enjoy the game would easily forgo graphic upgrades for expanded meta gameplay. Thats just my 2¢
