You can, but I highly sugest you learn the oil system.
You can adjust the oil frequencies in the map gen settings when you make your game.
To remove lube from the electrical engine, open:
\data\base\prototypes\recipe\recipe.lua
Then search for: electrical-engine-unit
Find where the recipe for the engine unit is and remove this: {type="fluid", name= "lubricant", amount = 2},
I suggest making it into a mod. There's a lot of guides on how to mod Factorio.
Although I highly recommend to do this via a mod, ask in Modding help[forums.factorio.com] for how to do that.

Hehe, it's all good.
Though Windows Vista, as I said, learning the oil system is neat. Take your time, maybe look through some guides or videos about it. But of course, it's up to you.
I have to ask this; you did exit the game before making the changes right?
Exit the game, and open the same file and see if the changes you made is there or not.
Edit: It did work for me, I made an electric engine without using lube. :)
If you exited the game, and opened the file again and the lube requirement in the recipe is still gone, you might need to reset the assembling machines that is making the electrical engines, then load/restart the game again. If that doesn't work, you might just have to make a new game.
