on 15.x you can limit the stack size of inserter so that it shouldn't have any left.
i.e. stack size 2 can fill 50 or 100 into train with no remainder. stack 4 can't fit into 50(2 left in inserter).
So a smaller stack limit would mean slower load, but should stop leftover items on inserter
Else have 12 requesters per carriage and less differnet items per chest
This will fix your problem. .15 added the ability to restrict inserters to only moving one item at a time. If you have a single requester chest and a regular inserter moving from it to a train, click the inserter and override it back down to 1. It will take longer, but these things are unintelligent. Make them move 1 at a time and you will never have a remainder to worry about.
